A new federal law, The Check Clearing for the 21st Century Act, also known as Check 21, will change the way checks clear your members’ checking accounts. This new act became effective October 28, 2004, giving financial institutions the option of creating, processing and exchanging a legal copy, a “substitute check,” for payment. The purpose of the act is to create greater efficiency and security in the check processing system and to reduce processing time.
